Organizational Cutlure – Assessment and
Design
Organizational Culture – Assessment and Change
In previous modules we discussed the definitions and significance or organizational culture in the
context of organizational development and change. You learned the organizational culture includes
such elements as language, metaphors, organizational jargon, communication patterns and
practices, artifacts, stories, rituals and aggregate values and ethics. In Module 5 we focus on culture
types such as clan, adhocracy, hierarchy and market. It is infrequent to find an organization that
exemplifies just one type; most exhibit a blend of types. However, it is critical for change agents to
identify a cultural type(s) in the organization and be mindful of all the underlying beliefs and
assumptions included in the existing culture before developing a comprehensive change plan and
implementing significant changes. The role of leadership, its commitment to change, and its
development of effective communication cannot be minimized in this process.
Organizational Design and Structure
Organizational design and structure give us a good picture of management style, communication
patterns, and organizational roles. We can also see how these elements are interrelated. Effective
organizations also align their overall strategic plan with the structure. It is advisable for an OD
practitioner to identify and analyze existing structure before developing a comprehensive change.
Your text identifies five common organizational structures: functional, unit, matrix, network, and
boundaryless. While these are structures that are basic, they seldom are found as single types; most
often, we find combinations of structural types that respond to specific organizational needs.
Remember that OD practitioners must assess the strengths, weakness, advantages and
disadvantages of existing and planned structures before attempting a restructuring.
Interventions
Quality Interventions
Various forms of quality management have been implemented in organizations over time. In the
1980’s American manufacturers adopted TQM which originated in Japan and is based on the
practices of benchmarking, continuous improvement, and kaizen, among many others. These
practices, as noted in chapter 13, have all been included under the umbrella of total quality
management and have received much attention and success. Essentially, TQM practices are
effective because they are applied to the open system view of the organization and can be
supported statistically rather than by anecdotal means. This means that change agents can rely on
this type of analysis and develop plans that will improve the organization, its production methods,
customer service, and employee job enrichment.
Interventions in Mergers and Acquisitions
Change initiatives are very difficult in the context of mergers or acquisitions primarily because of the
challenge of successfully meshing organizational cultures. Your text mentions several well known
cases in which mergers failed due to cultural factors that did not receive enough attention. If attention
is only placed on financial details of mergers and acquisitions, problems will crop up surrounding
elements such as norms, values, roles, leadership style, and overall culture. In other words, the
merger or acquisition plan must also consider how people (and this means all stakeholders) are
affected. The end result of a poorly designed merger or acquisition is loss of experienced employees
and organizational knowledge, a poor return on investment, and potential drop in revenue.
Sustaining Change
How can we make sure that change sticks? Chapter 14 lists some commonly used techniques that
help “set” an organizational change. You will note that most of these revolve around constant
updates and continuous communication between and among all parts of the organizational system.
The communication and analysis can be completed internally but may also be an opportunity to use
an external OD practitioner. The most effective evaluation will be honest, focused, and must have
complete management support.
M5 Discussion: Organizational Culture and
Change
After reading the course materials, consider the following questions on organizational culture:
•
•
•
•
How is organizational culture impacted by change?
How much change can a culture survive?
Why does resistance occur?
What happens to organizations and cultures that resist change?
Active participation is required. What is active participation? It means regular (as in a minimum of 3
times a week) posting of substantive comments (supported by appropriate references to the
readings and other authoritative sources) that provide additional information and insight into the
topics being addressed.
Please post a response, and remember to respond to two other people’s postings.
What is expected of you in this discussion?
Please explain comprehensively in response to the questions above. You must be able to provide an
in-depth discussion and analysis about the topic, include any pertinent information from the books or
other external sources (and remember to cite those sources). This does not mean simply “cut and
paste” — you must demonstrate/explain further what you understand from the statements you
referred to, as well.
Also, when you discuss with others, you must also be able to provide substantive discussion points.
Sometimes you need to elaborate, to clarify and provide further examples. A discussion is not a ‘onetime’ thing — you are expected to post, and then check back within the next few days and then post
again as discussions are ongoing.
M5 Written Assignment: Your Chosen
Organization – How did that OD Intervention
go?
Using your selected company, consider the outcome of the OD intervention it underwent. What
actually happened? How successful was the intervention and change process? Will there be (or
were there) problems in making the change stick? Explain your conclusion.
This essay should be 4-6 pages, lines double-spaced, with 12-pt fonts. Please submit the
assignment only as a Word (.doc or .docx) or Rich Text format (.rtf) document. Please include your
name, title of this assignment, headings to organize the paper, in-text citations, and a
reference/’works cited’ section. Title the file with your name as follows: First and last name,
M5. Remember to cite references from the Anderson text and any additional material used in your
research in the body of your essay and include a “References Cited” section at the end.

Learning Activities
You will participate in discussion on global implications in OD practice and a written assignment in
which you complete your analysis of the organization that you have followed throughout the course.
Discussions
Upon completion of the readings and a review of the lecture, you will participate in a discussion. You
will be asked to consider interventions that have been discussed throughout the course, select one
intervention, and describe how it can be adapted to one of the countries discussed in the
chapter. You will be asked to discuss the challenges of this application and what you feel should be
considered in the adaptation.
Written assignment
Throughout the course, you have followed an organization and analyzed various aspects of OD
efforts and change within that organization. In this module, you will complete this analysis and make
recommendations for future change strategies in that company.

Global Challenges for OD
Cultural sensitivity is a key challenge to global management practice. Often managers from the US,
for example, who are working with their company’s employees in another country assume they can
use the same forms of communication and behavior they find effective at home. When dealing with
employees from developed cultures that share Western-style traditions, this might be acceptable and
effective. However, many of US companies’ global partners are not located in Western based
cultures or they just might not share enough of Western cultural patterns.
Whether we are talking about management practice or Organizational Development interventions,
we cannot ignore the fact that US practices are culturally based and, as any culture, contain hidden
assumptions and meanings. OD practitioners must be aware of the variations in culture among
countries and facilitate interventions that are designed to recognize and respect those
variations. Without such attention, change initiatives will not be effective.
Dimensions of Cultural Difference
In chapter 15 you are introduced to two very significant studies of cultural differences: Hofstede and
GLOBE. These studies have formed the foundation for understanding cultural differences. Make
sure you not only understand the meaning of the dimensions (Power Distance, Uncertainty
Avoidance, Individualism-Collectivism, Masculinity-Femininity, Short-Term and Long-Term
Orientation and Indulgence and Restraint) but that you also can connect them to various countries
listed in the Tables from chapter 15. Try to think about these dimensions as socially constructed and
closely correlated to what you currently know or can research about these countries. This is a great
opportunity for you to learn about how other countries’ cultures differ from not only Western cultures,
but from US culture as well. This should help you understand the level of difficulty global
organizations face when implementing change.
M6 Discussion: Cultural Dimensions and
Global OD
Choose an intervention described in Chapters 10 through 13. Considering the cultural dimensions
discussed in the text, how might that intervention be used or adapted in one of the countries
described in this chapter?
Please post a response, and remember to respond to two other people’s postings.
Active participation is required. What is active participation? It means regular (as in a minimum of 3
times a week) posting of substantive comments (supported by appropriate references to the
readings and other authoritative sources) that provide additional information and insight into the
topics being addressed.

Sometimes you need to elaborate, to clarify and provide further examples. A discussion is not a ‘onetime’ thing — you are expected to post, and then check back within the next few days and then post
again as discussions are ongoing.
M6 Written Assignment: Your Chosen
Organization – Put it all together!
For this final assignment, you are expected to complete your company analysis by making final
recommendations for the company’s future change strategy. If your company is engaged in global
business, then insert a section that reflects on its plans for broad application of change that can
sustain a global operation. Discuss how it can improve on the process it already started and suggest
future change initiatives.
What you will submit is a compilation of all the sections of the company analysis that was started in
Module 1 and continued throughout the semester. This final section should be similar in length (5-8
pages) and the whole paper will be 25-40 pages. Since you have already written most of this, the
Module 6 section is the only new material. However, you need to make sure that as you combine
the sections, you create smooth transitions and that you have taken time to improve on each section.
This paper should be double-spaced, with 12-pt fonts. Please submit the assignment only as a
Word (.doc or .docx) or Rich Text format (.rtf) document. Please include your name, title of this
assignment, headings to organize the paper, in-text citations, and a reference/’works cited’
section. Title the file with your name as follows: First and last name, M6. Remember to cite
references from the Anderson text and any additional material used in your research in the body of
your essay and include a “References Cited” section at the end.
