This week’s readings discussed the dichotomy that exists between providing for security and preserving civil liberties. The readings further examined the Homeland Security Enterprise and its ability to respond to future threats facing our nation. Applying and analyzing the information you gathered from both assigned readings and personal research, offer the following information:1. Each sentence quoting or paraphrasing any ideas or information from any source must be cited properly including the author and year of publication. Do not cite the APUS lessons — they are just basic information to start the week off and is not meant to be a primary source for you to reference in your reply (to receive full credit you must utilize and cite the listed required readings for that week). If directly quoting from the readings (or other scholarly sources), you must also include the page or paragraph number that you are quoting from like (Hoffman, 2006, p.7) or for articles and sources without pages (Renner, 2016, para.15). If you are directly quoting and there is no page number to cite, then you manually count the paragraphs and cite that number. You also need to have an APA style reference list at the end of your post listing the sources employed. For more on APA citations and reference lists see the APUS Style Guide for APA. You must first provide your own initial forum answer before replying to any classmates or the professor. The four replies of the week are more of a free flowing classroom discussion which offers you an opportunity to leverage your relevant personal experiences and express your thoughts and opinions. Respond to at least two other students initial forum answers with a minimum of 100 words each. In your replies to classmates you may offer your opinion on the topic of the week, substantially support or supplement another student’s answer, or even politely disagree with or challenge their forum answer (but do not ask your classmates questions, or do so only as a last resort per the forum philosophy). You will also reply to my follow up question in your own forum string, and also read and acknowledge the Professor wrap up forum I post toward the end of the week. Also, do not be afraid to respectfully disagree with the readings or a classmate where you feel appropriate; as this should be part of your analysis process and employing critical thinking and academic freedom. Forum posts are graded based on demonstrated knowledge of the lesson and weekly readings, relevance, timeliness, as well as clarity and quality of analysis and synthesis. Sources utilized to support answers are to come from the weekly readings, but other credible and scholarly sources may be used to supplement (but not replace) the assigned readings. However, dictionaries, encyclopedias and Wikipedia are not scholarly and are not acceptable sources in college level work. The USA PATRIOT Act allows all levels of law enforcement to ensure that life and liberty is
preserved. In doing so, the USA PATRIOT Act allows officials to utilize resources to investigate
and prevent terrorism; allows for clear information sharing throughout all levels of agencies;
ensures that existing laws are up-to-speed with modern technology and threats; increases
punishment for individuals who relates or delivers acts of terrorism (Department of Justice, n. d.,
pg. 1-4).
In terms of security, the government could use the USA PATRIOT Act to share
information with other agencies and law enforcement. In doing so, FBI could prevent terrorism
and law enforcement could perform their duties in an informed manner. Also, this allows every
level of agency to achieve the goal, protecting the nation (Department of Justice, n. d., pg.
3). When going through airport security, same-sex employees should conduct physical body
inspection. If there is not a same-sex employee available, the supervisor should monitor the
random inspection to ensure inspections are within guidelines. However, I am not sure if TSA
have made this change yet or if their policy was already similar.
In terms of civil liberties, the government should focus their attention on potential
terrorist individual rather than targeting the entire US population. Also, officials should conduct
constant updates on how the USA PATRIOT Act is safeguarding the nation. Holding
conferences provides the public with reports on how potential terrorist incidents were prevented
from the positive utilization of the USA PATRIOT Act. But then again, it boils down to civilian
cooperation. If everyone wants to feel safe and confident that the nation could provide
protection, civilians need to understand that terrorism is flexible and adaptive. Had the USA
PATRIOT Act been activated, the attack of 11 September 2001 could have potentially been
prevented. The Heritage Foundation report by Carafano (2010) supports that from 2001 to 2009,
roughly 30 terrorist plots were prevented from the result of the USA PATRIOT Act (Carafano,
2010, para. 1). Personally, I am a firm believer that if you have nothing to hide, there should not
be a problem being searched.

Following the attacks of 9/11, the United States government passed the Patriot Act. The act
gives “Federal agencies greater authority to track and intercept communications, both for law
enforcement and foreign intelligence-gathering purposes” (Congressional Digest 2004, pg.
258). It also creates new crimes, new penalties, and new procedural efficiencies for use against
domestic and international terrorists (Congressional Digest 2004, pg. 258). In other words, the
Patriot Act allows the government and law enforcement for freedom and ease of access to
records for terrorist related crimes.
There is a lot of debate on the Patriot Act violates civil rights. The Act has been very successful
in catching numerous terrorists and stopping an attack before it occurred. I personally feel the
Act should be in place and does not violate any civil rights. It is very much needed to assist in
fighting the act of terrorism. If one disagrees with the act, then move to another country and see
how the government treats the people. I am sure they would be back within our borders in no
time and would gladly accept the Patriot Act.
Also following 9/11 was implementation to airport security. High-tech scanners, pat downs, and
racial profiling were added to beef up the lacked security procedures. Some believe the body
scanners violate one’s fourth amendment right. I feel the need for the scanners out ways one
reasonable expectation of privacy. The US government should and always have ensured our
protection. This is just another way to protect us. When the scanners and other security
measures were not in place disaster happened. What if they were not in place? How many
terrorist attacks would there be? Ask yourself if the government did not enact the stricture
security process would their still be complaints? My guess there would be. But not on civil
liberties but complaints the government is not doing enough to protect its citizens. The
government knows it cannot please everyone and has taken everyone rights into the
equation. The outcome is scanners are in deed needed. If you do not want to get scanned then
drive your car or take a cruise.
