following list, although not all-inclusive, highlights SCADA vulnerabilities:
November 2011 – Illinois: The water pump control system was remotely attacked using a computer
believed to be located in Russia. The hacker(s) remotely accessed the system’s power station, turning it on
and off numerous times, causing a burnout of the water pumps. Investigators believe that the hackers were
able to obtain access to the network by using stolen credentials from a software production company within
the United States. Further investigation by authorities concluded that no evidence was located to support
that a malicious cyber intrusion occurred, stating that the story had been created by the media. Although no
known illegal intrusion occurred, this incident highlighted possible vulnerabilities that drinking water
facilities face from a cyberattack (Mikelberg, 2011).
August 2007 – California: Michael Keehn, a former electrical supervisor at the Tehama Colusa Canal
Authority (TCAA) in California was indicted on computer fraud charges. Keehn was charged with installing
unauthorized software, which caused damage to the SCADA system (McMillan, 2007).
October 2006 – Pennsylvania: The Federal Bureau of Investigation (FBI) investigated the
implementation of malicious software capable of affecting the water filtering plant’s treatment operations.
ABC News reported, “The hacker operating on the Internet tapped into an employee’s laptop and then used
an employee’s remote access as the point of entry and installed a virus and spyware in the water plant
computer system” (Esposito, 2006).

The City of Davis utility departments, both electricity and water, have had several suspicious
The City of Davis Water Department has had two incidents in the past month. One incident
involved a lock at the north gate being tampered with, but which was not broken. Another
incident involved an employee having his car broken into, with only his badge and department
issued laptop being taken. This poses a potential vulnerability because the Water Department has
no means of securing its portal access specific to that laptop. All laptops are enabled to directly
access the remote system at the Water Department.
Of great concern is the vulnerability of the department’s systems. A decade ago, an attack on a
water supply would be considered a difficult feat; however, recent cyberattacks are shifting this
view. Recently, there have been several cyberattacks that have specifically targeted the
Supervisory Control and Data Acquisition (SCADA) systems. SCADA is defined as an industrial
computer system that monitors and controls a process. A majority of SCADA systems utilize
Internet connections to access remote sites such as pump stations, wells, or tanks. This is the case
for the City of Davis.
While water processing locations have taken precautions since September 11, 2001 to protect
themselves from physical attacks through facility-hardening measures, such as increased fences and
security personnel, protection from a cyberattack has been challenging. The City of Davis has lacked the
appropriate funding necessary to put in the required measures to heighten security at the Water
Consequences of an attack can include the following:
Interruption of the daily processing of drinking water: This alters (to a large extent) water quality and
deprives citizens and the environment of a necessity. This affects not only the City of Davis, but also
the rural communities surrounding Davis that rely on it for its supply of water. A private utility
company handles the distribution of water outside the City of Davis limits, but the main water
treatment and source plant is operated by the City of Davis Water Department.
Disruption to the wastewater treatment system: An attack on a SCADA system would prevent the
wastewater from being treated correctly, which would eventually affect the source water system.

combination of these attacks were executed, the result could result in large
numbers of illnesses or casualties, as well as a possible denial of service that
would impact public health and economic vitality. Critical services such as
firefighting or health care—and other dependent and interdependent sectors,
such as Energy, Transportation Systems, and Agriculture and Food—would be
negatively impacted by a denial of service from the Water Sector.
Within the water sector, there are two distinctive components: potable (drinking)
water systems and waste-water treatment systems. If either system were targeted
in an attack, it would greatly impact the health and security of daily life in the
United States.
