HOW TO ORGANIZE AN ARGUMENTATIVE ESSAY:
1-NOTICE THE PARTS I HAVE HIGHLIGHTED IN BOLD LETTERS: I begin
by coming up with my own title. I also begin by explaining the
background of the issue I have chosen to research: free tuition. Look
at the introductory words in bold letters which clearly show when I’m
giving the ideas of my sources and when I’m giving my own opinions:
Public K-12 Schools Have Free Tuition: Why not Public Colleges?
Governor Andrew Cuomo wants New York to provide free
tuition at two-year and four-year colleges for in-state students whose
families earn 125,000 dollars or less. Here is how Cuomo’s plan
would be phased in as reported by Melissa Korn and Melanie West,
as reported in their 2017 Wall Street Journal article:
Mr. Cuomo’s plan, which he says is the first of its kind in the
nation, would be phased in over three years, starting in the fall of
2017 for families making up to $100,000 a year. The ceiling would
rise to $110,000 in 2018 and to $125,000 in 2019. Average annual
tuition at New York’s state and city university colleges is just shy
of $6,500 for a bachelor’s degree and between $4,350 and $4,800
for a two-year degree.
In this paper, I’d like to take a look at what different groups of
people think about Cuomo’s proposal, then come to my own conclusion
about the strength of argument either for or against free tuition. Just as
California often becomes a model for other states, New York’s move
towards free tuition could affect the decisions in the rest of the country,
including our own state, Utah.

Free Tuition: The Pros
Who supports free tuition and why? In this section, I want to
summarize key supporters of this bill from what Korn & West found
from their investigation. According to Governor Cuomo, “The rule of
the game was that everybody has a fair shot at success. That is
America.” (qtd. in Korn & West). Gov. Cuomo believes this will be
more possible because free tuition will help students to avoid debt and
gain middle class economic opportunities. The Wall Street Journal
also reports on others who believe free tuition will be good for college
students. For example, the past Secretary of Education, John B.
King Jr. believes Cuomo is making an important step that could result
in greater support of college students by the U.S. Congress. In
addition, New York Assemblywoman, Deborah Glick thinks free
tuition will lead to a more educated workforce not burdened by needing
to pay tuition debt at the beginning of their careers, urging “if it only
costs $163 million dollars a year, why have we waited so long?” (qtd. in
Korn & West). Psychology student Tanjila Islam, 19 years old, is a
first-generation student (first in her family to go to college). Her
family doesn’t have the means to support her college education, so
Tanjila says that Gov. Cuomo’s plan is “a dream come true” (qtd. in
Korn & West). I believe that it is important to note that officials at
various levels of government agree in the great value of free tuition, and
Tanjila is just one student among many who would directly benefit from
this investment in their education, which would also help her to graduate
on time, rather than needing to drop out or take classes part-time, until
saving up enough to pay high tuition rates.
