1.0 Project Initiating
1.1 Project Charter
1.1.1 Justifying the Project
The aim of developing this home-based child care is to provide parents with children who are
age 1-3 with an opportunity to provide an amicable environment where they can leave the
children and work. The aim of this home is to provide for the 6 children with an environment
where they can grow and develop without any issue. With the home, these children will be taken
care of by qualified individuals. It will be a chance of giving these parents a place where they
can work and at the same time develop together. The idea is based on the fact that at many
instances parents with kids aged between 1 and 3 find it difficult to concentrate on their jobs due
to the demand of making sure that their kids are safe and are provided for with the right
environment which they can use to grow and develop. With the home-based care, the parents
will have the chance to work and feel comfortable understanding that their children are safe and
provided for. It will be a chance for these parents to work and raise their economic conditions
without worrying about the welfare of their kids.
The development of this home is based on understanding that in most cases when nannies have
been given the responsibility of look after these children they have either provided undesirable
services or in other cases they have harmed these kids. The home is an opportunist provided to
the parents to give their kids the best environment where they can be protected and watched. It
will be used as a mechanism for avoiding a different type of mistreatment which kids have had to
endure as they grow. The home will be working around the clock to maintain the trust and the
confidence of the parents as they leave their sons and daughter. The home will be aligning with
the required international services which are needed to raise these kids and offer them the

opportunity to grow. The home will also provide an opportunity for the poor parents to leave
their kids so that they can search for their daily bread without having any issue on what their kids
will be going through. The idea is to provide the locals with a real environment where their kids
can grow and at the same time. The center will also train the parents on good parenthood and
how they can care for their kids with the little they have.
1.1.2 Aligning the Project to the Organizational Strategy
The plan perfects align with the organizational strategy which is to provide a cost-effective
facility which will be providing child care services to the locals. It will provide household
informal caregiving information to the locals. The based idea or strategy of the organization is to
work closely with the community with the aim of improving their welfare and develop HBC
programs which will be assisting the parents with a place where their kids can enjoy. The
program aligns with the organizational needs of developing a program which will be aimed at
giving back to the community and at the same time educating the community on the various
mechanisms they can use in the process of safeguarding their future. The organization is based
on the value of the local community and the need to provide the locals with an environment
where they can enjoy what the company has to offer. It is a strategy developed with the goal of
bringing the community together and at the same time giving them hope through their young
kids. The organization understands that kids are the future and thus they must be provided with
the right environment no matter the cost. It is something that must be delivered.

1.1.3 Identification of Stakeholders
The following are the stakeholders:
Local community elders: they will have the role of informing the community on the ideas they
can get from the facility. They will also have an active role in showing the locals about the need
to have the home and the possible benefits
Parents; they are the ones who will be bringing their kids. They have an active role in the daily
operation of the facility. They will also give their inputs on the care facility
Funders/sponsors: they will be providing the financial backing to the facility their role will also
be giving the implementation plan which should be followed
Caregivers: they will be the employees who will be tasked with making sure that kids are given
the ultimate care. They will be educating parents on what is required in the process. The
combination of these stakeholders will see the program work to the top.
2.0 Project Planning
2.1 Defining the Scope
Provide Education and care for children aged 1 to 3 years in a safe and secure environment.
2.2 Work Breakdown Structure
Upon identifying the suitable space with playing area recruitment of the staff will start
immediately. Space is a determining factor in deciding the number of kids which in turn
determines how many childminders will be recruited. We are looking for an area to
accommodate 25 kids to start with which will require three trained early childhood educators.
The renovations will begin henceforth for three days, and that is why we need to have recruited
to get the output of the Educators too in furniture’s, toys and books. Once that is complete the

web design project, and the flyers will commence. The reason for the delay of the website and
flyers delay is so that they can have the images of the Centre. We can only go for insurance and
Licenses after the completing renovations for inspection purposes. After that, we can start
marketing with the center open for continuous admission.

2.5 Communications Matrix
The Daycare center will have a Handbook written the rules and regulations with the parent’s
contacts. Book will also carry the school office contacts. It will also serve as the Diary for day’s
occurrences. The child will be bringing it home to enable communication between the center and
the parent whereby the child attendant can correspond with the parent or guardian when need be.

The diary will be used by the Childminder to give a brief of the child on a daily basis and signed
at home for acknowledgment.
The Centre will also have phone contacts and every call will be logged and referenced. The
weekly bulletins will be posted on the Centre website and short messages sent to the parent. The
parents or guardians can text or call the Centre, and the Centre manager is the only one who is
authorized to deal directly with the Parents or the guardians.
2.6
Risk Identification
The potential risks in our Centre are slips and trips and especially in a new establishment. We
have included soft carpets to be spread on the hard surfaces, i.e., floors in the classrooms to
mitigate the dangers. The rooms will be well tidied, and apparatus arranged tidily, and highest
levels of hygiene observed. Another critical area is security; we will make sure that it’s the only
authorized guardians allowed to pick the child from the Centre. The gate will be manned all the
time, and all visitors must wear an identification tag.
All children in the facility must have gone through the immunization schedule as per their age,
and any health issue will be dealt with promptly to avoid infections.
3.0 Project Executing
3.1 Quality Assurance Tools and Techniques
Some techniques are useful in performing quality assurance. One such is quality audits,
used to perform a structured review to determine whether the project team is conforming to
policies and procedures of the home based child care. The audit team will create a defiance
report for areas not be in compliance. For areas in compliance, the team will identify and

compile the best practices for the betterment of children under care. Another technique is process
analysis which focuses on process improvement of the home-based child care. Here, the target
process is analyzed, coupled with identification of alternative approaches of improving the child
care project. From the analysis, the best alternative is selected followed by creation of a new
process. Then, a change request is made, and if approved, the process is implemented in the child
care context.
3.2 Managing the Project Team
There are various methods used to manage the project team. First, the manager needs to
set targets. He or she must create boundaries within which the project will be executed. It also
involves explaining the case for the home-based child care project, outcomes and benefits.
Another way is balancing the team with individuals and the child care project. This requires
harmonization between individual needs and that of the team. Different personalities must be
understood and allocated in their best areas of performance. Another fundamental management
technique is training the team. Training is essential for the team to acclimatize individuals with
the nature of the job. Children under care bare different character traits hence the necessity for
caregivers to get accustomed to their individual interests and needs.
Empowering the team is also a management technique. The team’s response may be
dependent on the attitude of the leader. High expectations will yield high performance and the
reverse takes effect too. The manager must therefore create an enabling atmosphere that allows
improvement to prevail. Empowerment techniques revolve around welcoming contributions,
harmonizing conflicting ideas, respecting individual opinions, and instilling spirit in discussions
and debates.

3.3 Procurements
The home-based child care requires a number of supplies. They include toys such as
dress up box, chutes, candy land, and puzzles. They must be kept in good condition always.
Children must be trained to take good care of the toys. Vendors and suppliers must be sensitive
to gender, age and a wide range of interests. Other items are art and craft supplies such as
markers, glues, and paints. Suppliers must also take into account different children interests.
Other items are food, wipers, sleeping materials, and learning items. Vendors of these items must
be consistent because of their daily usage.
3.4 Managing Stakeholder Engagement
The manager must ensure that the local community is engaged and committed at all
stages of the project. Concerning parents, the manager must ensure that their expectations are
met through negotiations, consultations and mediations. The manager must address essential
concerns for home based child care to sponsors. For caregivers, their dues must be paid in time
to motivate them. Their complaints must also be taken into account in the management process.
4.0 Project Monitoring and Controlling
4.1 Cost Control
The first method for controlling cost earned value management which gives information
about the project while in progress. It entails estimating the percentage completion multiplied by
the assigned cost. The total cost is the earned value for the project. Another technique is

The following can be used to control risks in the project. The first is risk assessment
which involves identifying risks for the home-based child care project, evaluating them and
select the best management process. Another method is risk audit which entails examining the
effectiveness of risks in the home based child care, followed by determining required changes.
Another one is variance and trend analysis which involves looking for variances between
schedules. Increases in variances indicate rise in risks.
