Difference between the WBS and the activity list
One newly appointed project manager in your company has asked you to review his
WBS for an IT project. The thirty-day project had 340 work packages and some of the
work packages were broken down into minutes rather than hours or days.
What did the project manager neglected to consider and what will be your
recommendations for improvement?
Part 2
Write a 100 word min response to each of these students discussions ( they are
also examples on how #1 should be done ) and directly at them not in 3rd
person. ( will post as soon as someone post and then extent time by 2 days)

Project Planning
Cadams – City University
1
Planning is Important
“It is the absence of our concern for the important that
has made us slaves to the urgent”
No one needs to be reminded of what is urgent …
“Project teams have the mission to improve the economic
status and quality of life for all stakeholders”
Each team member has a role to play
Cadams – City University
2
Project Planning Basics
The purpose of planning is to facilitate later accomplishment.
The following questions must be answered:
•
•
•
•
•
•
•
•
•
What needs to be done?
Who is going to do it?
When is it going to be done?
How much is it going to cost?
How is the work going to be accomplished?
How will quality be ensured?
How will the customer be kept satisfied?
How will change be managed?
How will the project be closed?

4
Launching the Project
It is crucial to tie the project’s objectives to overall mission of the firm
A project launch meeting is an initial coordinating meeting that serves
as a visible symbol of top management’s commitment to the project
The project launch meeting’s success is absolutely dependent on the existence of
a well-defined set of objectives.
•
•
Don’t allow plans, schedules, and budgets to go beyond the most
aggregated level at the launch meeting
The outcomes should be:
1. Technical Scope is established
2. Basic areas of performance responsibility
are accepted by the participants
3. Some tentative overall schedules and budgets are spelled out
Cadams – City University
5
The Composite Plan
• Each individual/unit accepting responsibility for a portion of the
project should agree to deliver a preliminary plan about how that
responsibility will be accomplished.
• These plans should contain descriptions of the required tasks, and
estimates of the budgets and schedules.
• These plans are then scrutinized by the group and combined into a
composite project plan.
• The composite plan, still not completely firm, is approved by each
participating group, by the project manager, and then by senior
organizational management.
• Each subsequent approval hardens the plan, and when senior
management has endorsed it, any further changes in the project’s
scope must be made by processing a formal change order.
Cadams – City University
6
The Project Plan
• The final approved result of this procedure
is the project plan, also known as a Master
Plan, Baseline Plan or Work Plan
• Once the planning phase is complete – hold
a post-planning review.
• The major purpose of the review is to
ensure that all elements of a project plan
have been properly developed and
communicated

Systems Integration
• Systems Integration is one part of integration management and
plays a crucial role in the performance aspect of the project
• Systems Integration is concerned with three major objectives:
– Performance – what a system does
– Effectiveness – achieve desired performance in an optimal
manner
• No specification unless necessary to meet requirements
• Component requirements traceable to systems requirements
• Components optimize system performance
– Cost Systems – cost is a design parameter

11
Hierarchical Planning System
• All activities required to complete a project must be
precisely delineated, and coordinated
• Some activities must be done sequentially, and some
simultaneously
• Using a hierarchical planning system will allow these
activities to be identified and sorted appropriately
• Also know as the “even planning process”

12
Project Endorsement
Program Plans
Endorsement = Part of the
Planning Process
Review and “sign off”
by ALL Stakeholders
• Commitment rather than a lack
of objection
• Identifies and helps avoid pitfalls
• Improves project success
Cadams – City University
13
Keys to Success in Project Endorsement:
• Involve all critical stakeholders
• Orchestrate timely, informed involvement
• Emphasize collaboration
• Remain open to improvements and changes throughout
the project
• Demand positive, active support
Focus on:
The project objective
Inherent risks
The stakes
Freedom to do whatever is required
Cadams – City University
14
Keys to Success in Project Endorsement (2):
The 2 Basic Approaches to Obtaining Endorsement:
1. JOINT development, review and sign-off
2. Formal presentation to stakeholders
Two Techniques for Improving the Process:
Informed Involvement Collaboration
• ID information needs
• ID constraints
• Get the info delivered
• Prioritize resources
• Focused transmittals
• “Optimize”
• Edited documentation
(Clarity is essential)
Develop an Open
• Phased endorsement

The Work Breakdown Structure
An important document, used in a number of
different ways:
• Illustrates how each piece of the project contributes to
the whole in terms of performance, responsibility,
schedule, and budget
• Lists the vendors or subcontractors associated with
specific tasks
• Serves as a basis for making cost estimates or
estimates of task duration
• Used to document that all parties have signed off on
their various commitments to the project
